When you apply for a letter on behalf of an employee, the first-level reviewer is based on the configuration set up in the application, which can be the manager or manager’s manager. But if the first level reviewer is the immediate manager who applies on behalf of an employee, still the manager must approve the request if he is configured as the first level reviewer.
